Job Overview

We are seeking an experienced, commercially astute, and results-driven Procurement & Contracts Manager to lead procurement, vendor management, and contract administration for large-scale construction projects in Riyadh, Saudi Arabia. This senior role is critical to ensuring timely sourcing of materials, subcontractors, and services while maintaining strict cost control, quality standards, and contractual compliance.

The Procurement & Contracts Manager will be responsible for developing procurement strategies, negotiating contracts, managing supplier relationships, and ensuring alignment between procurement activities and project schedules. Working closely with project management, engineering, finance, and legal teams, this role plays a key part in supporting successful project delivery, risk mitigation, and profitability.

The ideal candidate will have strong experience in construction procurement, deep knowledge of materials and subcontracting markets, and proven expertise in contract negotiation and administration within large construction or infrastructure projects.


Key Responsibilities

Procurement Strategy & Planning

• Develop and implement comprehensive procurement strategies aligned with project objectives and timelines
• Prepare procurement plans based on project scope, BOQs, and construction schedules
• Identify long-lead items and critical packages to avoid project delays
• Ensure procurement activities support cost, quality, and delivery targets

Materials & Subcontractor Procurement

• Manage procurement of construction materials, equipment, and subcontracted works
• Source and prequalify suppliers and subcontractors
• Issue RFQs, RFPs, and tenders in accordance with procurement policies
• Evaluate technical and commercial bids in coordination with engineering and project teams
• Recommend award of contracts based on value, risk, and performance

Contract Negotiation & Administration

• Lead contract negotiations with suppliers, subcontractors, and service providers
• Draft, review, and finalize contracts, subcontracts, and purchase agreements
• Ensure contracts include appropriate commercial terms, delivery schedules, and risk allocation
• Monitor contract compliance throughout the project lifecycle
• Manage contract variations, claims, and change orders

Cost Control & Commercial Management

• Optimize procurement costs while maintaining required quality and specifications
• Identify cost-saving opportunities through strategic sourcing and negotiation
• Track procurement budgets and commitments
• Support project cost control and cash flow planning
• Ensure alignment with approved budgets and financial targets

Vendor & Supplier Management

• Develop and maintain strong relationships with key suppliers and subcontractors
• Monitor vendor performance in terms of quality, delivery, and compliance
• Address supplier performance issues and implement corrective actions
• Conduct supplier evaluations and performance reviews
• Maintain an approved vendor database

Project Coordination & Stakeholder Engagement

• Coordinate closely with project managers, engineers, and planners
• Ensure procurement activities align with construction schedules and milestones
• Support site teams with timely availability of materials and subcontractors
• Collaborate with finance for payment terms, invoicing, and cost tracking
• Work with legal teams to manage contractual risks

Compliance, Risk & Governance

• Ensure procurement activities comply with company policies and ethical standards
• Support compliance with contractual, legal, and regulatory requirements
• Identify procurement and contractual risks and implement mitigation strategies
• Ensure transparency and documentation in all procurement processes
• Support internal and external audits

Documentation & Reporting

• Maintain accurate procurement and contract documentation
• Track procurement status, delivery schedules, and commitments
• Prepare procurement, cost, and performance reports for senior management
• Monitor KPIs related to procurement efficiency and contract performance
• Support management decision-making with timely data

Claims, Disputes & Resolution

• Support resolution of contractual disputes and claims
• Coordinate with legal and commercial teams on dispute management
• Ensure proper documentation and communication of contractual issues
• Protect company interests while maintaining professional relationships

Continuous Improvement & Best Practices

• Improve procurement processes and systems
• Implement best practices in sourcing, negotiation, and contract management
• Support digital procurement tools and ERP systems
• Benchmark supplier performance and market trends
• Contribute to long-term procurement strategy development


Qualifications & Educational Requirements

• Bachelor’s degree in Engineering, Supply Chain Management, Construction Management, or a related field
• Professional certifications in procurement or contracts management are an advantage
• Strong understanding of construction procurement and commercial practices


Experience Requirements

• Minimum 7 years of experience in construction procurement and contracts management
• Proven experience handling large construction or infrastructure projects
• Strong exposure to subcontracting, materials sourcing, and commercial negotiations
• Experience working with EPC contractors, developers, or large construction firms
• GCC construction experience is strongly preferred
