Job Overview
We are hiring an HSE Manager to lead health, safety, and environmental programs across oil and gas operations. This role ensures regulatory compliance, risk mitigation, and the development of a strong safety culture across sites.
Key Responsibilities

We are hiring a highly experienced and proactive Health, Safety & Environment (HSE) Manager to lead and oversee HSE programs across oil and gas operations in Abu Dhabi. This senior management role is responsible for ensuring full regulatory compliance, effective risk mitigation, and the continuous development of a strong safety culture across operational sites.
The HSE Manager will play a critical role in protecting people, assets, and the environment by implementing robust safety systems, driving behavioral safety, and ensuring adherence to local and international HSE standards. You will work closely with operations, engineering, maintenance, and project teams to integrate HSE principles into all aspects of oil and gas activities.
The ideal candidate will bring deep technical knowledge of oil and gas HSE requirements, strong leadership capabilities, and proven experience managing safety systems in high-risk operational environments.
Key Responsibilities
HSE Strategy & Leadership
• Develop, implement, and continuously improve HSE strategies aligned with company objectives and regulatory requirements
• Establish a proactive safety culture focused on prevention, accountability, and continuous improvement
• Act as a senior HSE advisor to management and operational leadership
• Ensure HSE objectives are integrated into operational and project planning
Policies, Procedures & Systems
• Develop and maintain comprehensive HSE policies, procedures, and management systems
• Ensure alignment with international standards such as ISO 45001, ISO 14001, and industry best practices
• Regularly review and update HSE documentation to reflect regulatory changes and operational risks
• Ensure effective implementation of HSE systems across all sites
Regulatory Compliance & Governance
• Ensure compliance with UAE HSE regulations, ADNOC requirements, and international oil and gas standards
• Liaise with regulatory authorities, government bodies, and external auditors
• Manage regulatory inspections, audits, and compliance reporting
• Ensure all permits, licenses, and certifications are maintained and valid
Risk Assessment & Hazard Management
• Lead risk assessments, job safety analyses (JSA), HAZID, and HAZOP studies
• Identify operational hazards and ensure effective control measures are implemented
• Monitor high-risk activities such as confined space entry, hot work, lifting operations, and working at height
• Ensure risk mitigation measures are practical, effective, and consistently applied
Audits, Inspections & Monitoring
• Plan and conduct regular HSE audits, inspections, and site assessments
• Identify non-conformances and ensure timely corrective and preventive actions
• Monitor contractor HSE performance and compliance
• Track audit findings and closure status across all locations
Incident Management & Investigation
• Lead incident, accident, and near-miss investigations
• Conduct root cause analysis and ensure corrective actions are implemented
• Ensure timely reporting of incidents to internal and external stakeholders
• Analyze incident trends to prevent recurrence
Training, Awareness & Competency Development
• Develop and deliver HSE training, induction, and awareness programs
• Ensure workforce competency in safety procedures and emergency response
• Promote behavioral safety and employee engagement initiatives
• Support leadership teams in reinforcing safety accountability
Environmental Management
• Oversee environmental protection programs, waste management, and pollution prevention
• Ensure compliance with environmental regulations and permit conditions
• Monitor emissions, discharges, and environmental performance indicators
• Support environmental impact assessments and sustainability initiatives
Performance Monitoring & Reporting
• Define, monitor, and report HSE KPIs and performance indicators
• Prepare detailed HSE reports and dashboards for senior management
• Analyze trends and recommend improvement actions
• Support management reviews and strategic decision-making
Cross-Functional Coordination
• Work closely with operations, engineering, maintenance, and project teams
• Ensure HSE requirements are embedded in daily operations and project execution
• Support contractor selection and prequalification from an HSE perspective
• Provide guidance during shutdowns, turnarounds, and major projects
Emergency Preparedness & Crisis Management
• Develop and maintain emergency response plans and procedures
• Conduct emergency drills and simulations
• Coordinate emergency response during incidents
• Liaise with emergency services and authorities when required
