Job Overview
We are seeking an experienced, highly analytical, and detail-oriented Healthcare Information Systems Manager to oversee the implementation, optimization, and ongoing management of hospital information systems within a modern healthcare environment in Abu Dhabi, United Arab Emirates. This role is critical in ensuring the seamless integration of clinical and administrative systems, secure handling of patient data, and efficient digital healthcare workflows across the organization.
The Healthcare Information Systems Manager will act as a key bridge between healthcare operations and information technology. You will be responsible for managing core hospital systems including Electronic Medical Records (EMR), Hospital Information Systems (HIS), Laboratory Information Systems (LIS), and Radiology Information Systems (RIS). The role requires close collaboration with clinical staff, hospital administration, IT teams, vendors, and regulatory bodies to ensure systems meet operational needs, compliance requirements, and strategic objectives.
The ideal candidate will have strong experience in healthcare IT systems, a solid understanding of hospital workflows, and the ability to lead digital transformation initiatives in a regulated healthcare environment.
Key Responsibilities
Hospital Information Systems Management
• Oversee day-to-day operation and administration of EMR, HIS, LIS, and RIS platforms
• Ensure systems support clinical, diagnostic, billing, and administrative workflows
• Maintain system stability, availability, and performance across all departments
• Act as the primary owner of healthcare information systems across the organization
System Implementation, Upgrades & Integration
• Lead implementation of new healthcare IT systems and digital solutions
• Manage system upgrades, patches, and version releases
• Ensure seamless integration between EMR, HIS, LIS, RIS, PACS, billing, and third-party systems
• Coordinate data migration, testing, validation, and go-live activities
• Minimize operational disruption during system changes
Clinical & Operational Workflow Alignment
• Work closely with doctors, nurses, lab staff, radiology teams, and administrators
• Understand clinical workflows and translate operational needs into system configurations
• Optimize system usage to improve efficiency, accuracy, and patient care outcomes
• Support clinical documentation, order entry, reporting, and decision-support tools
Data Accuracy, Security & Governance
• Ensure accuracy, integrity, and availability of patient and operational data
• Develop and enforce data governance policies and standards
• Define user access controls, role-based permissions, and audit trails
• Monitor data quality and resolve data-related issues
• Ensure secure handling of sensitive healthcare information
Regulatory Compliance & Data Protection
• Ensure full compliance with healthcare data protection and privacy regulations
• Support compliance with UAE healthcare regulations and international standards
• Implement policies related to patient confidentiality, data retention, and access
• Support audits, inspections, and regulatory reporting requirements
• Ensure systems meet accreditation and licensing standards
Vendor & Stakeholder Management
• Coordinate with EMR/HIS vendors, system integrators, and service providers
• Manage vendor contracts, SLAs, and performance expectations
• Act as the primary escalation point for system-related issues
• Coordinate with internal IT infrastructure and cybersecurity teams
• Communicate effectively with clinical and administrative stakeholders
User Training & Change Management
• Develop and deliver system training programs for medical and administrative staff
• Ensure users are proficient in system usage and best practices
• Support onboarding of new staff with system access and training
• Lead change management initiatives to drive adoption of digital solutions
• Address user resistance and promote system utilization
System Performance Monitoring & Support
• Monitor system uptime, performance, and response times
• Identify recurring issues and implement preventive solutions
• Coordinate troubleshooting and incident resolution
• Ensure timely resolution of system outages and critical issues
• Establish helpdesk and support escalation procedures
Digital Transformation & Automation
• Support hospital digital transformation and automation initiatives
• Identify opportunities to improve workflows through technology
• Implement digital forms, electronic approvals, and automated reporting
• Support analytics, dashboards, and clinical decision support systems
• Contribute to long-term digital healthcare strategy
Documentation & Standard Operating Procedures
• Maintain detailed technical and functional documentation
• Develop SOPs for system usage, support, and administration
• Ensure documentation supports audits, training, and knowledge transfer
• Maintain configuration records and change logs
Reporting & Management Communication
• Prepare system performance, utilization, and incident reports
• Track KPIs related to system uptime, user adoption, and data quality
• Present updates, risks, and improvement plans to senior management
• Support strategic planning with data-driven insights
Qualifications & Educational Requirements
• Bachelor’s degree in Health Informatics, Information Technology, Computer Science, or a related field
• Professional certifications in healthcare IT, EMR systems, or data security are an advantage
• Strong understanding of hospital information systems and healthcare technology
Experience Requirements
• Minimum 7 years of experience in healthcare IT or hospital information systems
• Proven experience managing EMR, HIS, LIS, and RIS platforms
• Hands-on experience supporting hospital or clinical environments
• Experience coordinating system implementations and upgrades
• Exposure to healthcare compliance, data privacy, and regulatory requirements
• GCC healthcare experience is an advantage
