Job Overview
We are seeking a vigilant, knowledgeable, and proactive Construction Safety Officer to ensure a safe, compliant, and risk-controlled working environment across active construction sites in Jeddah, Saudi Arabia. This role is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) policies to protect workers, equipment, and the project environment while ensuring full compliance with local regulations and international safety standards.
The Construction Safety Officer will work closely with site management, engineers, supervisors, and subcontractors to identify hazards, conduct risk assessments, and promote a strong safety culture on-site. This position plays a critical role in preventing accidents, reducing incidents, and ensuring that all construction activities are carried out safely and responsibly.
The ideal candidate will have hands-on construction site experience, strong observation and reporting skills, and the confidence to enforce safety standards in high-risk environments.
Key Responsibilities
Health & Safety Policy Implementation
• Implement and enforce company HSE policies, procedures, and site safety plans
• Ensure safety requirements are clearly communicated and understood by all site personnel
• Support the development of site-specific HSE plans and method statements
• Ensure safety rules are consistently applied across all construction activities
Site Safety Inspections & Risk Assessment
• Conduct regular site safety inspections and hazard identification walks
• Identify unsafe acts, unsafe conditions, and potential hazards
• Carry out task-based and job safety risk assessments
• Recommend corrective and preventive actions to eliminate or reduce risks
• Follow up on closure of safety observations and non-conformances
Regulatory & Legal Compliance
• Ensure compliance with local safety regulations, labor laws, and construction standards
• Support adherence to Saudi HSE regulations and project safety requirements
• Assist in regulatory inspections and audits
• Ensure site practices align with legal and contractual HSE obligations
• Maintain awareness of changes in safety laws and standards
Toolbox Talks & Safety Training
• Conduct daily toolbox talks and safety briefings
• Deliver safety induction training for new workers and visitors
• Support supervisors in communicating safe work practices
• Promote awareness of PPE usage, hazard controls, and emergency procedures
• Encourage worker participation in safety discussions
Incident & Accident Investigation
• Investigate accidents, near misses, and unsafe incidents
• Collect evidence, witness statements, and site data
• Conduct root cause analysis and prepare investigation reports
• Recommend corrective and preventive actions
• Monitor implementation of corrective measures
Safety Documentation & Reporting
• Maintain accurate safety records, inspection checklists, and reports
• Prepare daily, weekly, and monthly safety reports
• Track safety KPIs including incidents, observations, and compliance status
• Maintain records of training, permits, and certifications
• Support audits with proper documentation
Coordination with Site Management
• Work closely with site engineers, supervisors, and project managers
• Advise site teams on safe work methods and risk mitigation
• Support planning of high-risk activities such as lifting, excavation, and work at height
• Participate in coordination meetings and safety reviews
• Escalate serious safety concerns to management
Personal Protective Equipment (PPE) Management
• Ensure availability and correct use of PPE on-site
• Monitor compliance with PPE requirements
• Educate workers on proper PPE selection and usage
• Report non-compliance and take corrective action
Emergency Preparedness & Response
• Support implementation of emergency response plans
• Participate in emergency drills and evacuation exercises
• Ensure availability of first aid kits, fire extinguishers, and emergency equipment
• Assist in coordinating emergency response during incidents
• Promote awareness of emergency procedures
Environmental Safety & Site Housekeeping
• Monitor environmental aspects such as waste management, dust control, and noise
• Ensure safe storage and disposal of hazardous materials
• Promote good housekeeping practices across the site
• Report environmental hazards and violations
• Support sustainability and environmental protection initiatives
Contractor & Workforce Safety Management
• Monitor subcontractor compliance with safety requirements
• Ensure subcontractors follow approved safety plans and method statements
• Address unsafe behavior and enforce corrective actions
• Support integration of subcontractors into site safety culture
• Maintain professional communication with workers of diverse backgrounds
Continuous Improvement & Safety Culture
• Promote a proactive and positive safety culture
• Encourage reporting of near misses and unsafe conditions
• Participate in safety campaigns and awareness initiatives
• Support continuous improvement in site safety performance
• Share lessons learned and best practices across teams
Qualifications & Educational Requirements
• Diploma or Bachelor’s degree in Safety, Engineering, or a related technical field
• NEBOSH, IOSH, or equivalent safety certification preferred
• Formal training in construction safety and risk assessment is an advantage
• Strong understanding of HSE principles and construction site hazards
Experience Requirements
• Minimum 4 years of experience in construction site safety roles
• Hands-on experience on active construction or infrastructure projects
• Experience working with contractors and subcontractors
• Familiarity with construction activities such as excavation, lifting, scaffolding, and work at height
• GCC construction safety experience is preferred
