Job Overview
We are hiring an experienced, detail-oriented, and commercially focused Quantity Surveyor to manage cost planning, estimation, and financial control for ongoing and upcoming construction projects in Abu Dhabi, United Arab Emirates. This role plays a critical part in ensuring projects are delivered within approved budgets while maintaining contractual compliance, cost efficiency, and financial transparency throughout the project lifecycle.
The Quantity Surveyor will be responsible for cost estimation, tender evaluation, budget management, valuation of works, variation control, and final account settlement. Working closely with project managers, engineers, procurement, and finance teams, you will provide accurate financial insights and support decision-making across all project stages.
The ideal candidate will have strong analytical skills, solid construction cost knowledge, and hands-on experience managing project finances in complex construction environments.
Key Responsibilities
Cost Planning & Budget Development
• Prepare detailed cost estimates and project budgets based on drawings, specifications, and BOQs
• Develop cost plans during pre-contract and post-contract stages
• Review project scope and identify cost risks and opportunities
• Support feasibility studies and cost benchmarking exercises
• Ensure cost plans align with project objectives and client expectations
Tendering & Commercial Evaluation
• Prepare tender documentation, BOQs, and cost breakdowns
• Evaluate contractor and subcontractor quotations
• Conduct technical and commercial comparisons of bids
• Support contract award recommendations based on value, risk, and compliance
• Assist in negotiations with contractors and suppliers
Contract Administration & Financial Control
• Administer contracts in accordance with contractual terms and conditions
• Monitor project expenditures and commitments
• Track variations, claims, and change orders
• Ensure proper documentation and approval of cost changes
• Maintain accurate cost records and financial logs
Cost Monitoring & Reporting
• Monitor project costs against approved budgets
• Identify cost overruns and recommend corrective actions
• Prepare monthly cost reports, forecasts, and cash flow statements
• Provide early warning of potential financial risks
• Support management with data-driven financial insights
Interim & Final Payments
• Measure completed works and prepare interim payment certificates
• Review contractor payment applications
• Ensure payments are accurate and aligned with progress on site
• Prepare final accounts and support final settlement negotiations
• Coordinate with finance teams to ensure timely payments
Variations, Claims & Change Management
• Evaluate variations arising from design changes or site conditions
• Assess contractor claims for time and cost impacts
• Support negotiation and resolution of claims and disputes
• Ensure variations are properly valued, documented, and approved
• Protect company interests while maintaining professional relationships
Value Engineering & Cost Optimization
• Conduct value engineering studies to optimize project costs
• Identify alternative materials or construction methods
• Balance cost savings with quality, safety, and performance requirements
• Support project teams with cost-efficient design solutions
• Contribute to overall project profitability
Coordination with Project Teams
• Work closely with project managers, site engineers, and planners
• Support construction progress reviews and commercial meetings
• Align cost control activities with construction schedules
• Assist in resolving commercial and contractual issues on-site
• Support procurement and subcontracting decisions
Documentation & Record Keeping
• Maintain accurate and organized cost and contract documentation
• Ensure compliance with internal commercial procedures
• Support audits, financial reviews, and contractual inspections
• Maintain records for claims, variations, and final accounts
• Ensure transparency and traceability of cost decisions
Risk Management & Compliance
• Identify commercial and cost-related risks
• Support mitigation strategies to control financial exposure
• Ensure compliance with contractual obligations and company policies
• Assist in dispute avoidance through proactive cost management
• Support legal teams when required
Forecasting & Cash Flow Management
• Prepare cost-to-complete forecasts and cash flow projections
• Monitor project cash flow and payment timelines
• Support financial planning and budgeting cycles
• Ensure alignment between cost forecasts and project schedules
• Support financial close-out activities
Continuous Improvement & Best Practices
• Improve cost management processes and tools
• Support implementation of cost control software and digital systems
• Benchmark project costs against industry standards
• Share lessons learned and best practices across projects
• Support commercial excellence initiatives
Qualifications & Educational Requirements
• Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related discipline
• Professional certifications (RICS or equivalent) are an advantage
• Strong understanding of construction cost management and contracts
Experience Requirements
• Minimum 5 years of experience in quantity surveying or construction cost control
• Experience working on residential, commercial, or infrastructure projects
• Strong exposure to contracts, claims, and variations
• Experience working with consultants, contractors, or developers
• GCC construction experience is preferred
